The Rossmoor Homeowners Association (RHA) invites all Rossmoor residents to attend its upcoming Board meeting on Tuesday, July 21, at 7:00 p.m. in the Rossmoor Park Community Room. The meeting is open to all Rossmoor residents, and community members are encouraged to attend and participate in an important discussion regarding e-bike safety in Rossmoor.
Residents wishing to address the Board will have the opportunity to speak during the Public Comments portion of the meeting, which occurs near the beginning of the agenda. Speakers will be allotted three (3) minutes each to share their comments. Although public comments will occur early in the meeting, the RHA Board will not consider and vote on the proposed e-bike resolution until the end of the meeting, following completion of the Board’s regular business.

Proposed Resolution on Safe and Responsible E-Bike Use in Rossmoor
One of the primary agenda items will be consideration of a proposed resolution titled “Supporting Safe and Responsible E-Bike Use in the Rossmoor Community.” The resolution is intended to promote education, personal responsibility, and collaboration among residents, parents, schools, law enforcement, and local agencies to improve the safety of everyone who uses Rossmoor’s streets.
The proposed resolution recognizes that e-bikes provide valuable transportation and recreation opportunities while acknowledging the growing safety concerns associated with their increased use, particularly among younger riders. Rather than creating new local laws, the resolution:
- Promotes safe, courteous, and lawful e-bike operation.
- Encourages parents to educate and prepare young riders before allowing independent use.
- Supports e-bike safety education through local schools and community organizations.
- Calls on all road users—including motorists, cyclists, pedestrians, and e-bike riders—to share responsibility for roadway safety.
- Encourages collaboration among the RCSD, law enforcement, schools, and community groups to improve public awareness and promote safe riding.
- Supports consideration of future legislation that enhances rider education, accountability, and public safety.
The resolution emphasizes education, prevention, and community responsibility while encouraging thoughtful public policies that balance the benefits of e-bike transportation with the need to protect pedestrians, cyclists, motorists, and families.
This community effort began through the leadership of Kathryn Atkins, member of the Rossmoor Women’s Club, who brought together concerned residents to discuss the growing number of e-bike safety concerns in Rossmoor. With the support of Sharon Landers, General Manager of the Rossmoor Community Services District, residents met to exchange ideas and identify constructive ways to improve safety throughout the community. Their collaborative efforts resulted in the proposed resolution that will now be considered by the RHA Board.
