At A Glance: April 2024 Community & Directors Meeting

Last night’s RHA Directors Meeting went well, accomplishing a lot. 

Most important is the appointment of one new Board member, Indù Balakrishnan. Welcome to the Board Indù, and thank you for joining us in making #OurRossmoor even better!
Also, the nomination committee (Frank Facey, Jody Roubanis, and Marian Last) presented a slate of nominees to serve as directors, as required in the RHA bylaws to fulfill terms of service.

With 6 open seats this year, the committee presented the names of Marian Last, Jody Roubanis, Ralph Vartabedian, and Frank Facey (incumbents) along with Tracy Lazar and Christina Sokol. as the nominees for Directors for the Association’s 2024-2026 term.

The Board unanimously accepted the committee’s  nominee recommendations as the 2024-2026 election ballot.

As there are six nominees for the six open seats, by Bylaw, these community members are confirmed as elected for the 2024-2026 term of office. Congratulations!
These Directors will be seated in June and take office on July 1st. We are excited to have new members stepping up to help lead the RHA. Both of our new directors are long-standing Rossmoor residents, as strong supporters of our schools, and have served in leadership in various local organizations and committees. Along with our re-elected incumbents, #OurRossmoor is in a great position to steward the organization for the next few years. 
The usual housekeeping information was shared:, with confirmation of upcoming events such as the monthly Rossmoor Red Cross Blood Drive, the Rossmoor Safe Swim Awareness event in Rush auditorium next month, (spearheaded by RHA Director Lindsey Ludwig and her husband Darren Grosch), #OurRossmoor’s  quarterly shredding event at Lee School,  the upcoming Graduation Celebration on Saturday, June 1st, and our traditional Candidate’s Public Forum, hosted by the RHA before each California General Election.. 
A status report on collecting records related to the State of CA Park Proposition 68 Capital Improvements Grant was shared. Public records are  being sourced from several locations, including the CSD and the State of CA, and are being posted on the RHA’s website at OurRossmoor.com/Prop68.
Our initial documentation includes: 
  • The original resolution approved by the CSD Board of Director’s in 2019. This resolution authorizes the General Manager to submit the application, oversee the grant as its project manager, and give assurances that the District will have sufficient funds to complete the projects and contribute CSD funds of at least 20% of the grant award. This 20% match is because Rossmoor is not an economically disadvantaged community. The match is stipulated as a bond requirement, as passed by CA voters in 2018. 
  • The two contracts the District entered into with the State for the Grant in January 2022.
  • The three “projects” included in the contracts. These projects detail the work that was planned to be completed using grant funds.


Quick summary: projects funded by the grant for our parks will total approximately $236,000 of which $46,000 will be provided from District funds and the grant will reimburse up to $190,000 if the District complies with all of the requirements and terms of the grant.  

Additional information regarding the progress on the projects included in the Prop 68 Grant will be forthcoming. Including what the District has currently received reimbursements for and the reported status of upcoming work.
The board received current status on our annual membership drive and discussed ways to improve the RHA’s outreach, as well as suggest ways to improve and service our community. 
All-in-all, a very good meeting.
